Within this context and to maintain its position among other similar companies in Palestine, it has contracted GCT to provide consultancy services in order to build its institutional capacities and the key aspects of the administrative system. For further elaborated, the main objectives of this assignment were to:Enable the company to prepare an integrated organizational structure which considered as a frame work that shows the levels of management, identifies administrative units and job titles.Assist the company in preparing a set of job descriptions on scientific basics that include all current jobs.For this End, Good Luck Cars Rentals & Leasing contracted GCT to conduct this workshop according to the highest profissional standaers.

Popular Achievement Guide.

The popular achievement program is a national youth initiative that depended on the power of youth work in designing and development its practices and applications. It has adopted methodologies that focused on basic concepts like democracy, civil society; disseminate the concept of positive practice of rights and duties relating to citizenship which based mainly on belief that youth have the necessary capacity and energy to perform a vital role in solving the community problems.The main goals of the Popular Achievement Program were to:Activate youth role in society by preparing young leaders of both sexes who are able to influence and participate in decision making, claiming their rights and managing its issues.Develop youth capabilities to understand the concepts of citizenship, democracy and civil society.Educate youth about their society issues and involve them in problems defining and the contribution in solving these problems through an effective communication networks with institutions of civil society.This assignment was revolved around development of a guide for popular achievement , which was considered as a complementary step to the training process for trainers who have implemented the popular achievement program, by providing the minimum necessary for trainers to start working with the targeted youth groups such as school students or other groups. The main objectives of this assignment (Guide)were to:Identify the potential trainers, any person, group or institution that would like to experience the efficiency of popular achievement, and how to be applied and practiced.Determine the basic tools that can help the trainers or users of guide to serve as a key to orient the training on popular achievement program and its practices, in order to guarantee coherent experience with added value to the popular achievement program.Qualify trainers with required skills and knowledge to enable them to work with school students to determine their issues or problems and how to be resolved by themselves.For that purpose, Quakers Organization has contracted GCT to implement the required consultancy service by development a guide for popular achievement program.

Final Evaluation of Village Services Program (VSP).

The village service program (VSP), is USAID-funded three-years project (2000-2003) implemented by Save the Children (SC). It was designed to increase community service activities that related to access the quality and sustainability in the basic services in education, agriculture, health, water and sanitation in order to improve the quality of life of children, youth, women and their families in the targeted communities in West Bank and Gaza Strip, toward empowerment of local communities. The overall goal of this project was divided into five strategic objectives in the following main areas:Education: Improve learning for targeted children; enhance their self-development and positive contribution to their family and community.Agriculture: Enhance economic opportunities and decrease the health risks in agricultural production.Health/Water & Sanitation: Increase access to key health related services including potable water and sanitation facilities, and improve health practices with a special focus on women, children and youth. Youth Development: Empower youth to make decisions and maintain positive social attitudes that will enhance their self-development and contributions to their communities, as well as to prepare them for healthy and productive adulthood.Community Empowerment: Enhance community participation in project management and local governance.After the end of program, the implemented and funded parties were planned to conduct a comprehensive final evaluation to VSP in objective manner. For that purpose, SC has contracted GCT to implement the required consylatncy service. The main of this evaluation was to was to help SC, Palestinian partner organizations, USAID and other stakeholders in evaluation the relevance, efficiency, effectiveness, potential sustainability and potential impact of VSP-funded infrastructure and empowerment program.

Performance Appraisal of Welfare Association's staff, managers and departments in Palestine and Jordan Offices.

Welfare Association is an independent non-profit organization established in 1983 to provide humanitarian and development assistance for Palestinians (Palestinian NGOs, community institutions and charitable organizations in Palestine and Jordan). It’s starting new areas in its operations through management re-engineering and customization of operations to respond to the emerging situation and the new type of programs and partnerships. WA was contracted GCT to implement an evaluation assignment to its staff, managers and departments in its spread offices in Palestine and Jordan, to ensure the efficiency, effectiveness and quality of all its outputs. The main objective of this assignment was to assess the performance of employees, both qualitatively and quantitatively based on clear indicators including outputs, innovation, creativity, field visits, team work, and other indicators, in addition to cover the operating departments to detect problems and bottlenecks in order to find the best options for further improvements.For that purpose, Welfare has contracted GCT to implement the required consultancy service by development a guide for popular achievement program.

Mid Term Review of Village Service Program (VSP).

The Village Services Program (VSP) is USAID -funded program started in 2000, and implemnted in Jenin district by CARE WB&GS in a consortium with three Palestinian NGOs; MAAN, PARC and PHG. It was developed as a response to assist the targeted communities to bridge the existing gaps in provision of public services that occurred due to limiting factors in the social, political and economic contexts, which reduced PNA’s abilities to fill these gaps.The overall goal of VSP was to maintain the sustainable improvement in the quality of life of vulnerable communities in the selected rural communities in West Bank, through achieving three intermediate objectives which were to: Improve physical infrastructure which contributes to more effective provision of social services to inhabitants in the targeted cluster in villages.Enhance the technical capacity of local service providers, and improve the income-generating capacity of selected groups.Strengthen the capacity of municipal and village councils to the point that they will be better to manage their development.The main objective of the mid term review which implemented by GCT was to review all related documents to the program including work plan, justifications of activities, methods of implementation, activities’ outputs, in order to assess the achieved activities according to the program‘s strategic objectives and intermediate results , as well as to evaluate the appropriateness, relevance, effectiveness , efficiency and the impact of implemented activities.For that purpose, CARE International has contracted GCT to implement the required consultancy service by development a guide for popular achievement program.

Project Design and Proposal Writing for Palestinian Poultry Board in the West Bank.

The Palestinian Poultry Board was established and officially inaugurated in 2000 as a vital part in the institutional building process of a very important sector in the Palestinian national economy. It was formed by assistance and support from Dutch Government. The concept of establishing the board as a representative body for poultry sector was derived from the important role which this sector is playing in the national economy and to work in a harmony with policy and strategy of Ministry of Agriculture (MOA) in supporting the agricultural associations. It stems also from the deep belief that any development process requires building up a solid and scientific foundation, implementing rules and regulations, training policy and sharing the Know-how technology to assure its success and progress.Within this context, Netherlands Representative Office was contracted GCT to implement this assignment which aimed mainly to help Palestinian Poultry Board in strengthening, organizing development and designing projects seeking for good funders from international aids, as well as designing capacity building programs for the targeted farmers.The specific objectives of this assignment were to:Strengthen the position of Palestinian Poultry Board; define the functions- aims and responsibilities of the board.Set up the Board policies and the Poultry Sector organizing mechanismsConduct technical and feasibility studies, in addition to ordinary activities and reacting to emergency issues.Conduct sector election by giving the different poultry sectors the opportunity to choose their representatives.Develop regularly computer programming system.

Final Evaluation of Community Rural Services Program (CRSP).

The community rural services program (CRSP) is a USAID funded –three years program (1999-2002) that aimed to address the basic service needs of under-served communities in the West Bank & Gaza Strip, and help them to gain sustained access to quality services as a mean for improving living conditions and ultimately to improve the quality of life for children, women, and families.The project was targeted 19 areas through different activities in health, education, agriculture, water and sanitation, and worked in a participatory approach within the community through coordination with local municipalities, village councils and local project committees, in order to promote legislation that enhances project sustainability with governmental ministries, including the Ministry of Education, Ministry of Health, Ministry of Local Government and the Ministry of Environmental Affairs. After the end of program, SC was planned to conduct a final evaluation study that aimed mainly to evaluate the all related aspects of CRSP including Education, Health, agriculture, Water and Sanitation, with special focus on evaluating the results achieved under each aspect in line with the stated sub- objectives as shown below:Education: Construction- rehabilitating and upgrading schools and kindergartens; construction of new classrooms; training teachers; providing teaching materials and equipment to schools; development and equipping playgrounds; improving sanitation facilities; and initiating of after school non-formal education and recreation activitiesHealth: Construction- rehabilitating clinics, providing training to primary and reproductive health care workers. Water and Sanitation: Conducting public health awareness campaigns; construction of rain water harvesting cisterns; construction and rehabilitating water networks; design and implementing an expanded solid waste management system.Agriculture: Providing extension services; conducting training and public awareness campaigns on safe use of pesticides and other agricultural products; construction of agricultural cisterns, and initiating of school garden demonstration program. For that purpose, Save the Children has contracted GCT to implement the required consultancy service by development a guide for popular achievement program.

Design Wages and Salary Scale System.

CARE International was needed to conduct a comparative study of employees’ compensation package, which aimed mainly to provide an unbiased/scientific rationale for setting and modifying the salary & wages scale. For that purpose, CARE In has contracted GCT to implement this required study in professional and objective manner. The specific objectives to be achieved through this assignment were to: Review and analyze the job descriptions. Conduct a comparative study which pairs CARE jobs with averages of similar jobs in other 4 organizations that working in West Bank & Gaza Strip namely (USAID, Anera, Save the Children and World vision). Identify salaries paid by the 4 employers for the work performed excluding allowances for all categories.Study the social benefits offered by those employers, including working hours, health insurance, maternity conditions… etc. For that purpose, Care International has contracted GCT to implement the required consultancy service by development a guide for popular achievement program.

ASHTAR is a non-profit NGO that was established in 1991 in Jerusalem in order to launch the first theatre-training program which targeted the school students. After few years it inaugurated its second base in Ramallah and succeeded in turning this base into ongoing places for providing its services and achieving its programs objectives.Within this context and to maintain the continuation of its success as well as the internal development process, it was planned to develop a comprehensive strategic plan that determines the future objective and the main activities toward achieving these objectives.To this end, CARE International has taken the initiative to assist ASHTAR in developing its strategic plan, and contracted GCT to provide the required consultancy services. The main objective of this assignment was to evaluate & design a comprehensive strategic plan for ASHTAR for the coming 3 years (2000-2003).For that purpose, ASHTAR has contracted GCT to implement the required consultancy service by development a guide for popular achievement program.

Design \&Development of National Youth Plan.

With establishment of Palestinian National Authority and building the key actors in the Palestinian governmental body, the Ministry of Youth and Sports was formed to focus on youth (their needs and priorities) who is considered the real future of society with its various dimensions, which in turns has established a general administration of youth to be responsible for undertaking this difficult task. The general administration of youth since its foundation has succeeded in providing different services that are based mainly on cultural programs, sports, social, artistic, scientific, volunteer and recreational through development and implementation of annual plans that been studied and built on the basic needs and priorities of this age.For the purpose of maintain the continuation and sustainability of these activities and achievements, the National Youth Planning Secretary (Ministry of Youth and Sports) has contracted GCT to provide consultancy services that revolved around designing and writing a national youth plan. This assignment was aimed mainly at formation of the regulatory framework for vanguards to give them the freedom and space for planning, implementation and be represented under one institutional framework.
