A Baseline survey in the West Bank to measure the impact of MEDA programs.

The Agricultural Development Association (PARC) is a leading Palestinian non-profit, non-governmental organization involved in rural development and women's empowerment. It works to provides advice, awareness support, services, and special consultancies for individuals, groups, and institutions involved in similar domains. The main objectives of MEDA program (MED2003) were to improve of the stakeholder participatory sustainable water management at farm level through MEDA cooperation with Jordan & Palestine, and fill the gap between the demand for the various uses and the supply of water, by developing irrigation technique in the area and better water management of available resources in order to respond to the growing demand on food and keep the important role of the agriculture sector in the Palestinian economy.The main objective of this baseline survey was to be as an aiding phase to ease achieving and emphasizing the purpose of MEDA program of strengthens the interactive stakeholder capacity in irrigation and water management; by understanding the concepts of implementation of efficient water demand management, supporting the achievement of general expected results of the whole project in increasing the visibility of MEDA and socio economic benefits of regional cooperation, as well as having an idea about the transition toward sustainable irrigation water management between different communities.In this context, MEDA has contracted GCT to implement this survey, which was developed to measure the impact of MEDA program to the farmer in West Bank (Jenin, Jericho, Tulkarem, and Qalqilya) , and assess the irrigation water that comes from either springs (Jordan valley) or from ground water wells (Northern of West Bank), in order to be used as a data base in designing future interventions.

Capacity Building of Palestine Mortgage \& Housing Corporation (PMHC).

Palestine Mortgage & Housing Corporation was established in 1997 with a contribution by the National Authority, Arab Bank, International Finance Corporation in addition to a number of other contributors. It established in the light of great demand for necessary funding for the purposes of residential buildings and against the background of the clear vacuum for organizations that deal with this type of credit service. PMHC is aimed mainly to contribute in solving the housing crisis in Palestine by providing long-term loans to the citizens for periods up to 25 years, and to provide insurance to banks in the case of borrower absence, which would reduce the credit risk for lending institutions from one hand, and encourage them to finance the housing sector from the other hand. Within this context and to enhance/ optimise its institutional capacities in order to ensure the achievement of these goals in effective and efficient manner, PMHC has contracted GCT to provide capacity building consultancy services . The main objective of this assignment was to achieve quality improvements at a number of organizational aspects that identified by PMHC which were : General specialization, Organizational and functional structures, Job descriptions, Salary scale , Performance appraisal system , and that to be completed by providing simplified regulatory framework covers all aforementioned aspects, in a serious attempt to meet the requirements of development and improvement internationally accepted.

Feasibility Study for Slaughterhouse Project in South East Jerusalem Area.

The Local Infrastructure and Capacity Building Project (LICP) is a project of Palestinian Ministry of Local Government (MOLG) , funded entirely by Belgian Government and implemented by Belgian Technical Cooperation (BTC). LICP was aimed mainly to support investment in physical infrastructure in rural areas at local level, strengthen thier financial management capacity, build the capacity of councils and its staff to plan, budget, and implement local development initiatives ,based on public participation and good local government principles.Within this context and line with these stated objectives, BTC was planned to conduct feasibility study for establishing a slaughterhouse in the south east of Jerusalem area , particularly (Abu Deis, Al –Eizarieh, Assawahra Assharkieh, Ashaikh Saeed, Arab Al Jahalin, and Azayem), in order to determine whether the proposed project is feasible from an administrative, economic, environmental, health, political, social viewpoints and other sustainability aspects, as well as to identify if it reflects the interests and priorities of communities involved. This feasability study was divided into two main phases: the first one was focused on studying the social and market feasibility of the slaughterhouse,while the second was focused on dealing with the technical and financial issues of slaughterhouse based on the first phase outcomes.To this end, BTC has contracted GCT to implement the required study in objective and effective manner.

Economic Profile of Ramallah-Al-Beireh Metropolitan Area, MRBB Pilot Project.

Fundamental changes have occurred in the west bank and Gaza strip since 1995. For instance, the main urban centers, including the twin cities of Ramallah and Al-Bireh, have witnessed major challenges and also new opportunities. The rapid changes in political processes, demographical and socioeconomic conditions have created a substantial pressure and these urban agglomerations require serious attention and a wider view.Within this context, Ministry of Planning & Administrative Development (MoPAD) and Ministry of Local Government (MoLG) have collaborated in implementing “Model Projects" within a framework of Physical Planning and Institution Building Project. MoLG was the responsible body for the execution of a module project titled "Metropolitan Planning of Ramallah /Al-Bireh Area" MRBB, funded by NORAD. The main objective of this project was to develop a detailed and comprehensive economic profile for the Metropolitan Ramallah – Al Bireh, Beitonia area, through achieving the following sub- objectives: review the available literature(documents and plans), update and collect needed data and information, conduct an integrated data analysis (master plans, bylaws and guidelines that effect the socio-economic fabric of the area) , All of this toward development of an integrated evaluation report about the management of economic resources through planning, identify relevant key characteristics for the metropolitan area, and provide effective recommendations for a set of activities aiming to removing barriers that would hinder the implementation of MRBB Project. For that purpose and to implement this model project in professional and effective manner, NORAD has contracted GCT to carry out this project for the benefit of MoLG.

Capacity Building of Ministry of Education and Higher Education (MoEHE).

The Palestinian-Finnish Education Program (PALFEP) is a Finland Project aimed to support the Palestinian education sector and had been implemented in accordance with the Palestinian Five -Year Education Development Plan (2000-2005). It was aimed mainly at improving the quality of Palestinian basic education by supporting the implementation, evaluation and development of new Palestinian curriculum, and producing efficient learning materials to facilitate the decentralization and coordination processes in the educational administration. The main objective of this assignment was to develop the administration of education system by reviewing the newly developed job descriptions and the organizational structure of Ministry, as well as to provide the necessary training and orientation to the team of special tasks on how to further develop the job descriptions and other aspects of the administrative system.Within this program's framework, the representative of Finland project management has contracted GCT to provide consultancy services toward building the institutional capacity of MoEHE in order to support the achievement of program's objectives.

Workshop for Current Reality and Future Perspectives of the Joint Councils for Services, Planning and Development (JCSPD)/LRDP UNDP.

The main objectives of this workshop are as the following;Bring together main Stakeholders of the LRDP to reflect on LRDP’s progress to date particularly regarding the relationship between the Ministry of Local Government (MLG) and the Joint Councils for Services, Planning and Development (JCSPD).Provide Stakeholders an opportunity to review and analyze the Policies and Approaches of the MLG to promote and sustain the model of the (JCSPD).Give Stakeholders the opportunity to discuss and build a consensus on priorities and directions for the future of LRDP or its successor.Review the institutional strengthening concepts, strategies and procedures of LRDP and provide additional information for decision – making and lesson learning.Provide an opportunity to Stakeholders, LRDP staff, representatives from (JCSPD) and the Association of Palestinian Local Authority (APLA) to exchange and share Information about current and future expectations.For this End, LRDP contracted GCT to conduct this workshop according to the highest profissional standaers.

Workshops on How to Build Financial \& Accounting System

The Palestinian Hydrology Group is a non-government non-profit organization striving to promote the role of women and civil societies in managing local water and its related environmental resources to ensure transparency, good water governance and just and equal provision of water and sanitation services to the rural and marginal communities in the West Bank and Gaza. PHG is seeking local and international networking and partnerships to participate actively in promoting the sustainability and just allocation of water resources at local, regional and global levels.Palestinian Hydro- Logy Group and Women’s Affairs Committee contracted to implement the above training program. The objective of this program is : Giving and improving the participant’s the management of financial and accounting skills that help them manage projects. Capacity Building Training Workshops on Community Participation Skills.

Palestinian Hydro- Logy Group (CSO’s) and Women’s Affairs Committee were implemented the Partnership Grant Program (PGPII), funded by World Bank and managed by Welfare Association. The program's activities included the implementation of environmental and agricultural projects in 13 Palestinian villages in Ramallah, Hebron and Gaza Strip.One of the major aspects of PGPII related to train and builds the capacities of local organization at the targeted villages. This training and capacity building part consist of several training course on community participation, strategic planning, enhancement the role of women, accounting and financial system and computer skills. Palestinian Hydro- Logy Group and Women’s Affairs Committee planned to conduct these training programs for the targeted local organizations and contracted an eligible training company to undertake this mission, so it contracted GCT to design and deliver the community participation training programs in Ramallah and Hebron by its professional trainers. The main objective of these training programs is to provide an institutional infrastructure at the targeted sites and villages by PGPII by building their capacities in different fields such as community participation.Within this context and to ensure the continuation of providing these services in professional manner that meets the customers’ needs and expectations, The Palestinian Hydrology Group has contracted GCT to provide consultancy services in Palestine.

Comparisons Study about salaries and wages in the Banking Sector in Palestine.

This comparison study was implemented upon a request from Arab Bank in order to be conducted about salaries, wages, and incentives between it and the other operating banks in Palestine and Jordan which included (Arab Bank, Jordan Bank, Amman Cairo Bank, Egyptian Arab Land Bank, Palestinian Commercial Bank, Palestine international Bank, Housing Bank and Al-Quds Bank).The overall objective of this study was to come up with final results about salaries, wages, and incentives in the different banks under the comparison and to be presented in a comprehensive table with an introduction to the final orientations. To this end Arab Bank has contracted GCT to implement this study which in turn has adopted a specific methodology that included open-close forms and interviews for gathering all data needed.
