Project Overview

The water sector in West Bank & Gaza Strip, is considered as one of the most important strategic sectors in Palestinian Authority.The existing Palestinian institutions were restricted to operating and participating in an extremely limited range of activities regarding water supply administration, including operation and maintenance. Therefore, there has been no chance of promoting a new water institution, nor strengthening the existing ones to be involved in formulating water plans and strategies for Palestinian Territory. A considerable disparity appeared between growing needs and the services supplied in water sector, large parts of the community, especially in rural which deprived of any kind of services, and the infrastructure had not been developed in these area. Moreover, the water infrastructure installations in urban areas have deteriorated over the past thirty years which led to become insufficient and unable to meet the community needs.Within this context , it is important to start the development and reform process in key actors in palestinian water sector At the forefront Palestinian Water Authority. For that purpose, PWA has contracted GCT to provide consultancy services toward assessment and building its institutional capacity ,to ensure the continuation of internal development process. The main objective of this assignment was to provide technical support to the financial and administration department in PWA to develop new organizational and functional structures , general specializations, job description and payroll system.
