Study tour and Development workshop in Jordan on organizational reform and strategic human resource management for key staff of the Ministry of Social Affairs (MoSA) UNDER the project of “Technical assistance in development and implementation of Social Protection Systems at Ministry of Social Affairs.”

MOSA is the regulatory body and implementing agency responsible for the Social Protection System in oPt, with its branches in 17 Governorates in the West Bank and Gaza Strip. Its responsibility is twofold: 1) to develop, populate and manage a centralized database of "poor households in Palestine" and 2) to develop, manage and implement a single, poverty-based cash transfer program that caters to the "poorest of the poor".“Technical assistance in development and implementation of Social Protection Systems at Ministry of Social Affairs “, is a two years EC funded project that commenced in March 2010 and ended in September 2012. The overall objectives of this project were to:Improve the Ministry of Social Affairs’ (MOSA) capacity to carry out its mandate regarding social; and Support the Ministry of Social Affairs (MOSA) in implementing its responsibilities, particularly regarding reform of social safety nets, and development and implementation of an integrated and comprehensive strategy and policy for a more effective social protection system covering all poor and vulnerable segments of the Palestinian population.Within the frame work of this project, a capacity building program of study tour and development workshop in organizational reform and HR was implemented for key staff of the Ministry of Social Affairs (MoSA). This program targeted three groups; 1) Key staff of the HRD Directorate at MoSA, 2) key staff the Department of Personnel and Administration at MoSA, and 3) representatives of the General Personnel Council of Palestine.

Capacity building – Social work and case management training for social workers at regional directorates of the Ministry of Social Affairs (MoSA) UNDER the project of “Technical assistance in development and implementation of Social Protection Systems at Ministry of Social Affairs.”

Development of the Administration \& Behavior staff skills of the Ministry of Interior Bethlehem

The Government of the Federal Republic of Germany, through the Federal Foreign office ,has commissioned GIZ to implement the project “Civil Registry Project /CRP” to support the Ministry of Interior (MOI) in enhancing its performance and civil registry service delivery for the benefit of the Palestinian citizens .The CRP objectives in broader sense are 1.to improve the living standards of the Palestinian people by strengthening the ministry of Interior to govern more effectively ;2. To develop and implement critical policy changes and reforms at the MOI mainly related to operational environment of the civil registry system ,and 3.to build the capacity of the MOI in order to provide better services and legal protection for the citizens .The project managed by GIZ has conducted a gab assessment of the regional offices (Bethlehem as pilot ).The findings revealed clearly that the staff lacks skills and professionalism to deal with required regional offices task in the field of the administration and behavior ,leadership strategies and interpersonal communications .in order to fill those gabs specific capacity –building training is needed.The objectives of this training are:The purpose of this assignment is to provide five training courses to the Ministry of interior in order to develop the administrative and behavior skills of the staff. The training will enable the MOI staff to apply effective leadership strategies ,improve interpersonal communication become more influential .help guide staff through change ,deal with conflict and practical ethical principles during the entire management process.

Market Gaps, Economic / Industry Cluster and Private Sector Linkages Project.

Save the Children and its partner Mercy Corps was implemented a 4-year USAID funded project in cooperation with Palestine League of Vocational Education and Training Association, to increase the utilization of strengthened technical and vocational education and training (TVET), leading to improved youth livelihood opportunities. The overall objective of this project was to contribute to improved quality and relevancy of TVET education of partner institutions, through development of strategic directions and relationships, and cooperation with the private sector.The project’s activities were focussed on the following main issues:Development of a more demand-driven training system within the League that is innovative and responsive to the needs of the League of non-governmental TVET institutions, private sector employers and youth.Identifying the skills and work habits that employers require for future employees and the growing and promising sectors in the region. Working with the league vocational schools to assist them to develop a more demand-driven system and training. Development of better programs that is more responsive to employers needs in targeted governorates. Development of partnerships with companies who will contribute to the success of training schools and graduates hiring.

The objective of over all the project is to improved quality and relevancy of TVET education of partner institutions, through development of strategic directions and strategic relationships, and cooperation with the private sector in the west-bank. This study mainly aimed at :Upgrade and modernize vocational education and training programs to enable improved employment and employability options in Palestinian. Save the Children and its partner Mercy Corps was implemented a 4-year USAID funded project in cooperation with Palestine League of Vocational Education and Training Association, to increase the utilization of strengthened technical and vocational education and training (TVET), leading to improved youth livelihood opportunities. This study was a part of the (West Bank TVET Project) which was developed in accordance with the Save the Children Federation, MTC International Development Holding Company and General Consulting and training company. The objective of over all the project is to improved quality and relevancy of TVET education of partner institutions, through development of strategic directions and strategic relationships, and cooperation with the private sector in the west-bank.the study advises on the status of new and emerging industrial zones in the West Bank, so the MTC/GCT teams conduct this analysis study to identify potential partnerships with the private sector and the planned industrial zones, identifying opportunities to connect institutions with employers, such as on-the-job opportunities, employer forums, enhancements to employer advisory councils, direct hires, private sector sponsorship of scholarships, apprenticeships and jobs for graduates through Meetings with the Palestine Industrial Estate and Free Zone Authority (PIEFZA), Chambers of Commerce, VET-NGO League Centers, and individual employers in the industrial zone (Hebron, Bethlehem, Jericho and Ramallah). This study mainly aimed at :Identify potential partnerships with the private sector and the planned industrial zones and developed the relationships between them with TVET institution.Based on the foregoing, Save the children is seeking an eligible firm to conduct an assignment the requested counsaltancy, therfore it has contracted General Consulting and Training (GCT) with MTC (Management and Training Corporation) ,International Development Holding Company, LLC., to implement this assignment according to their requirements and expectations.

Conduct capacity building assessments programs for individual TVET institutions based on gaps and capacity analysis

Save the Children and its partner Mercy Corps was implemented a 4-year USAID funded project in cooperation with Palestine League of Vocational Education and Training Association, to increase the utilization of strengthened technical and vocational education and training (TVET), leading to improved youth livelihood opportunities. This study was a part of the (West Bank TVET Project) which was developed in accordance with the Save the Children Federation, MTC International Development Holding Company and General Consulting and training company. The objective of over all the project is to improved quality and relevancy of TVET education of partner institutions, through development of strategic directions and strategic relationships, and cooperation with the private sector in the west-bank.The rationale for capacity building is based on the premise that the delivery of essential knowledge and skills, along with side-by-side mentoring, tied to both short and long term goals will provide a framework for sustainability. In the case of capacity building for the League TVET centers MTC/GCT team used a process along with the Regional Economic Status Analysis Report, the Regional Economic Action Plan, and the GAP Analysis Report.The MTC/GCT Team had provided capacity building training for each of the 7 TVET institutions, as well as the League office, with the expertise of MTC and GCT in training and the skills to support them so that they are market demand-driven. GCT has developed and implemented hundreds of capacity building courses in the West Bank, Jordan and Egypt which allow it to support the staff of the League institutions on refinement of their curricula and systems.This study mainly aimed at :Build the capacity of League TVET centers partner institutions to become more responsive to the needs of the private sector.Based on the foregoing, Save the children is seeking an eligible firm to conduct an assignment the requested counsaltancy, therfore it has contracted General Consulting and Training (GCT) with MTC (Management and Training Corporation) ,International Development Holding Company, LLC., to implement this assignment according to their requirements and expectations.
