Project background:

Palestine Mortgage & Housing Corporation was established in 1997 with a contribution by the National Authority,  Arab Bank, International Finance Corporation in addition to a number of other contributors. It established in the light of  great demand for necessary funding for the purposes of residential buildings and against the background of the clear vacuum   for organizations that deal with this type of credit service. 

PMHC is aimed mainly to contribute in solving the housing crisis in Palestine by providing long-term loans to the citizens for periods up to 25 years, and to provide insurance to banks in the case of  borrower absence, which would reduce the credit risk for lending institutions from one hand,  and encourage them to finance the housing sector from the other hand.   Within this context and to enhance/ optimise its  institutional capacities in order to ensure the  achievement of these goals in effective and  efficient manner, PMHC has contracted GCT to provide capacity building consultancy services .

The project objective:

The main objective of this assignment was to achieve quality improvements at a number of organizational aspects that identified by PMHC which were : General specialization, Organizational and functional structures, Job descriptions, Salary scale , Performance appraisal system , and that to be completed by providing simplified regulatory framework covers all aforementioned aspects, in a serious attempt to meet the requirements of development and improvement internationally accepted.
