Conduct analysis and design an action plan of the delivery training and apprenticeship models within vocational sectors.

Study  background:

This was a part of the (West Bank TVET Project) which was developed in accordance with the Save the Children Federation, MTC International Development Holding Company and General Consulting and training company. The objective of over all the  project is to improved quality and relevancy of TVET education of partner institutions, through development of strategic directions and strategic relationships, and cooperation with the private sector in the west bank.

The MTC/GCT Team developed an analysis of the existing delivery training models, including apprenticeships, also contributed information on international and U.S. models that have been very successful in developing employer/institution partnerships such as the U.S. One Stop Workforce system, Job corps Employer Councils and OJTs, Career Cluster projects and international Industry Certifications through national vocational qualifications systems. MTC/GCT team had worked with both private sector and individual institutions to structure and consummate commercial deals, and with many employers, unions and industry associations in the U.S, and employers in Palestine, Jordan and Egypt to develop a relationship with Palestine TVET institutions and partnership opportunities between the League institutions and employers. 

This plan designed apprenticeship models which can be used by the TVET institutions after identified the high demand vocations in the various geographical regions and assessing the capabilities of the institutions and affected industries to take advantage of the opportunities. The apprenticeship program developed for training students in the required skill sets while apprenticing with an employer in their career cluster.  And the team identified skills sets and mechanisms for employer training and validation of skills in over 90 locations in 9 clusters which have been developed with industry input in the U.S. and adapted in multiple countries.


The  Study  objective:

  • Evaluations of existing delivery models.
  • Improve TVET delivery models and standardization, in partnership with the private sector and stakeholders.
  • Develop a model apprenticeship program for high demand vocations.
  • Structure and develop mutually beneficial commercial transactions between the private sector and TVET institutions.
