Conduct analysis study for potential opportunities and partnerships with   planned industrial zones (privet sectors).

Study  background:

This study was a part of the (West Bank TVET Project) which was developed in accordance with the Save the Children Federation, MTC International Development Holding Company and General Consulting and training company. The objective of over all the project is to improved quality and relevancy of TVET education of partner institutions, through development of strategic directions and strategic relationships, and cooperation with the private sector in the west bank.

the study advises on the status of new and emerging industrial zones in the West Bank, so the MTC/GCT teams conduct this analysis study to identify potential partnerships with the private sector and the planned industrial zones, identifying opportunities to connect institutions with employers, such as on-the-job opportunities, employer forums, enhancements to employer advisory councils, direct hires, private sector sponsorship of scholarships, apprenticeships and jobs for graduates through  Meetings with the Palestine Industrial Estate and Free Zone Authority (PIEFZA), Chambers of Commerce, VET-NGO League Centers, and individual employers in the industrial zone (Hebron, Bethlehem, Jericho and Ramallah).


The  Study  objective:

Identify potential partnerships with the private sector and the planned industrial zones and developed the relationships between them with TVET institution.


The study conclusions:

The VET-NGO League should::

  • Develop stronger relationships with employers, Chambers of Commerce, Unions and Industry Associations in the Industrial Zones
  • Develop a monitoring and evaluation system of the activities and outcomes within the centers and the Industrial Zones to demonstrate compliance and successful results
  • Establish Multi-TVET Center arrangements where a single industry can draw on specialization from a range of TVET Centers
  • Develop a plan to expand and enhance current training programs to move to a holistic approach, incorporating vocational, as well as employability skills needed on the job
  • Include the unique skill set requirements of small businesses and wholesale/retail into vocational training
  • Develop Training Networks with industry through MOUs and work attachments that are validated through skill assessments and certification
  • Develop training for the incumbent workforce and industry clusters
  • Hold regular Business Forums with the Industrial Zone employers
  • Develop specialized curricula modules for soft skills such as marketing, social networking, customer service, etc.
  • Provide supportive services to employers such as training for their current workers, management and financial skills, budgeting, human resource issues, etc.
