Study background:
|
This action plan was a part of the (West Bank TVET Project) which was
developed in accordance with the Save the Children Federation, MTC
International Development Holding Company and General Consulting and training
company. The objective of over all the project is to improved quality and
relevancy of TVET education of partner institutions, through development of
strategic directions and strategic relationships, and cooperation with the private
sector in the west bank.
The plan designed to assist the TVET-NGO League Centers in addressing the
gaps, it was suggested that the League take a more proactive role as a
training entity with the capacity to set standards which assure consistent,
high-quality training and assessment services for the future workforce. To
achieve this approach, a Strategic Vision for the league was suggested that
included overarching actions that the League should take on behalf of all of
the member organizations and in addition, immediate, short-term and long-term
action items were identified for each of the seven institutions in our
study. And the League use the action
plan as a guide for addressing gaps in the system and that each centre work
with staff and stakeholders to develop their own Whole Center Plans.

The Study objective:

- Improve and strategize the
responsiveness of TVET partner institutions to the current and future needs
of the private sector work force, focusing on sectors with great
opportunities for employment and job creation.

The
study conclusions:

- The overall process steps of the Association:
- The Association should be the authority to supervise the training centers
in vocational and technical training.
- Obtaining the approval of the Ministry of Labour and the Ministry of
Education and Higher Education of the Palestinian Authority to be responsible
for the registration centers, vocational and technical training for current
and be responsible for the quality of training and assessment services.
- As supervisory authority on the training, the Association should focus on
reviewing the results achieved by the vocational training centers and
technical assistance centers and vocational and technical training to be have
the flexibility to prove that the individual approach to training provides
good results for employers and industry.
- The association of simplified criteria designed to assess the quality of
training in vocational training centers and technical standards and to unify,
control the qualifications and certificates awarded to students.
- Determine the criteria above can be used by vocational training centers
and technical voluntarily to improve their programs.
- Association should ensure that the teachers and trainers in the field of
technical and vocational training and industrial trainers have the required
competencies and qualifications. And have criteria for evaluation and
training of teachers and trainers.
- Association should ensure that trainers have the skills and professional
qualifications relevant to the industry in the commercial and industrial
areas covered by the vocational training centre and technical support.
- Association should be sure that training and assessment strategies and
methodologies meet the requirements of the training programs offered by the
centers of technical and vocational training.
- Provide training for the current
workforce as a means to further develop relationships with employers and
strengthen the Palestinian labour.
