Market Gaps, Economic/Industry Cluster and Private Sector Linkages Project

Save the Children and its partner, Mercy Corps is currently implementing a 4-year USAID funded project to increase the utilization of strengthened technical and vocational education and training (TVET), leading to improved youth livelihood opportunities.  As this project is being implemented in cooperation with the League of Private Vocational Training Institutions in Palestine, you have all been involved in the activities coordinated with Save the Children and Mercy Corps up to this time. 

One activity within the project focuses on the development of a more demand-driven training system within the League that is innovative and responsive to the needs of the League of non-governmental TVET institutions, the private sector employers, and youth.  This activity will identify the skills and work habits that employers require for future employees and the growing and promising sectors in the region, and then our team will work with the league vocational schools to assist you to develop a more demand-driven system and training.  That is why the project has invited you today. The project hops to assist you in developing better programs that is more responsive to employers needs in your governorate and to assist you in developing partnerships with companies who will contribute to the success of your school and hire your graduates. MTC/GCT is providing the services for the research and development within this private sector linkages activity.   The intended results and strategies for the activity include:
  1. Increased availability and access to non-governmental technical and vocational education.
  2. Increased quality and relevancy of services delivered by non-governmental technical and vocational education and training institutions.
  3. Increased demand for technical and vocational education and training by youth, families and the Palestinian society.
  4. Development of an enabling and supportive environment for improved TVET services.

A team of vocational experts from the U.S., Palestine and Australia will be working in the central and southern regions of Palestine with the following TVET institutions and the employers in their regions:

Central West Bank:
•    Young Women’s Christian Association (YWCA) Vocational Training Center, Ramallah
•    Lutheran World Federation, Ramallah
•    Evangelical Lutheran School of Hope, Ramallah
•    Al Bir Vocational Training Center, Jericho


South West Bank:

•    Dar Al Kalima, Bethlehem
•    Salesian Technical School, Bethlehem
•    Evangelical Lutheran Secondary School- Talitha Kumi, Beit Jala
•    Continuous Education Department, Palestine Polytechnic University, Hebron

The program hopes that its work in these two regions will later be duplicated with League members in the rest of Palestine.
 
To assist the TVET Institutions to develop partnerships and cooperation with the private sector employers and to help the schools provide demand-driven curricula and programs that will lead to better trained and work-ready students, thus creating better employees for employers, the following activities are planned:
  1. Conduct a gap analysis in the geographic  and economic clusters served by the benefiting TVET institutions.  The outcomes of the study will comprise market driven vocations, skill gaps, trends in growth, and an identification of growing economic and industry clusters that will fuel future job growth.
  2. Development of a comprehensive report that will guide the strategic direction of the institutions, employers and stakeholders.  The report will suggest promising schemes, potential sectors that can generate steady, well-paid jobs for youth.
  3. Identification of potential partnerships between the institutions and the private sector.
  4. Identification and cultivation of US/Palestinian contractual commercial partnerships such as joint ventures, MOUs and other formalized arrangements.
  5. Analysis of workforce needs arising from the growing potential of new industrial zones in Palestine.
  6. Established linkages and a plan for continuous cooperation and partnership between private sector firms, associations and economic/industry clusters and the TVET League member institutions.
  7. Assessment and analysis of delivery models of training that will support and reinforce cooperation and partnerships with the private sector.
  8. Development of a model apprenticeship program for high demand vocations.
  9. Capacity assessments of the institutions to develop a plan for their response to the short and long term needs of the private sector.

Expected outcomes include:
  • Improved responsiveness of the TVET institutions to the current and future needs of employers and growing occupational sectors.
  • Formalized and strategic relationships between the TVET institutions and private sector.
  • Improved TVET delivery models and standardization in partnership with the private sector and stakeholders.
  • Build the capacity of the institutions to become more responsive to the needs of the private sector.
  • Structure and develop mutually beneficial commercial transactions between the private sector and institutions.
