Project background:

The “Technical assistance in development and implementation of Social Protection Systems at Ministry of Social Affairs “, is a two years EC funded project that commenced in March 2010 and ended in September 2012.  The overall objectives of this project were to improve the Ministry of Social Affairs’ (MOSA) capacity to carry out its mandate regarding social protection and to support the Ministry of Social Affairs (MOSA) in implementing its responsibilities, particularly regarding reform of social safety nets, and development and implementation of an integrated and comprehensive strategy and policy for a more effective social protection system covering all poor and vulnerable segments of the Palestinian population.

Within the scope of the second objective, the project focused on reviewing and assessing of the current legal social legislations as well as on designing a long term strategy for this legislation development, in order to provide supportive and appropriate legal environment in MOSA for the social protection system reform process.

The project objective:

  • Conduct a comprehensive review of the existing social legislations in Palestine.
  • Design a development plan for social legislations.
  • Set the priorities concerning the activities and areas of legislations referred to in the development plan, and prepare the draft legal documents in the selected areas of priority. 
  • Provide training to the experts in the legal affairs department at MOSA.
